Project Status

The MSOC Project is currently within the Close-out Phase, which is the last cycle of a project’s lifecycle.  Project staffs are completing all project closure activities including formal notification to the project approving authority that the project mission has been achieved; all the conditions and limitations imposed on the project have been met; and that lessons learned have been duly recorded and passed on.  It also allows departmental authorities to close the project’s accounts, releasing any unused resources for reassignment.

The Project staffs are working the Royal Canadian Navy/Capability Management Organization to transition the responsibility for MSOC System in-service support by March 31, 2016.

Timelines

January 25, 2016 – Marine Security Operations Centres Project formally transitions to Close-out phase.  Project will be closed by March 31, 2016.

January 25, 2016 – Marine Security Operations Centres Full Operational Capability Certificate was endorsed at Department of National Defence Project Senior Review Board and signed by Vice Admiral Mark Norman, Commander Royal Canadian Navy as Project Sponsor on behalf of all MSOC partners.  

December 10, 2015 – Marine Security Operations Centres core partners CBSA, DFO/CCG, DND/CAF, RCMP and TC acknowledged delivery and acceptance of the Full Operational Capability with the signing of the Marine Security Operations Centres Full Operational Capability Certificate. 

June 30, 2015 – Marine Security Operations Centres Project delivered Capability Release #6 to the Coastal Marine Security Operations Centres on classified information technology infrastructure.  Capability Release #6 is Full Operational Capability.  Capability Release #6 included upgrades to and the full integration of: the MSOC Analysis Console; the MSOC Investigative Console; Microsoft Lync/Exchange; Maritime Domain Awareness Enterprise; the MSOC Information Portal; and the National Maritime Picture tools.

December 15, 2014 – Marine Security Operations Centres Project delivered Capability Release #6 to the Coastal Marine Security Operations Centres on protected information technology infrastructure.  Capability Release #6 is Full Operational Capability.  Capability Release #6 included upgrades to and the full integration of: the MSOC Analysis Console; the MSOC Investigative Console; Microsoft Lync/Exchange; Maritime Domain Awareness Enterprise; the MSOC Information Portal; and the National Maritime Picture tools.

December 15, 2014 - The Marine Security Operations Centres Project completed all solution development activities.

October 15, 2014 - Department of National Defence Information Management Group delivered the final upgraded classified information technology infrastructure to the MSOC Project.

September 15, 2014 – Marine Security Operations Centres Project delivered Capability Release #4 to the Coastal Marine Security Operations Centres on classified information technology infrastructure.  Capability Release #4 included the new MSOC Investigative Console and Microsoft Lync/Exchange tools as well as upgrades to, and the partial integration of: the MSOC Analysis Console; Maritime Domain Awareness Enterprise; the MSOC Information Portal; and the National Maritime Picture tools. 

September 15, 2014 - Marine Security Operations Centres Project delivered Capability Release #5 to the Coastal Marine Security Operations Centres on protected information technology infrastructure.  The Capability Release #4 suite of tools included the MSOC Analysis Console, Maritime Domain Awareness Enterprise, the MSOC Information Portal and the National Maritime Picture tools.

June 27, 2014 - The Marine Security Operations Centres Project Detachment officially closed in Esquimalt, British Columbia.

June 23, 2014 – Marine Security Operations Centres Project delivered Capability Release #4 to the Coastal Marine Security Operations Centres on protected information technology infrastructure.  Capability Release #4 included the new MSOC Analysis Console and Maritime Domain Awareness Enterprise tools as well as upgrades to the MSOC Information Portal and the National Maritime Picture tools.

March 31, 2014 - The Marine Security Operations Centres Project Detachment officially closed in Halifax, Nova Scotia.

March 10, 2014 – Marine Security Operations Centres Project delivers upgrades to Capability Release #3 (Version 3.1) to the Coastal Marine Security Operations Centres on protected information technology infrastructure.  Version 3.1 included significant upgrades to the MSOC Information Portal and the National Maritime Picture tools. 

October 15, 2013 - The Marine Security Operations Centres Project officially declares Initial Operational Capability #2.

October 15, 2013 – Marine Security Operations Centres Project delivers Capability Release #3 to the Coastal Marine Security Operations Centres on classified information technology infrastructure.  Capability release #3 included the initial MSOC Information Portal and the initial National Maritime Picture tools within the protected infrastructure and the MSOC Information Portal tool.

September 15, 2013 - Shared Services Canada delivers protected Production environment information technology infrastructure to the MSOC Project.  Department of National Defence Information Management Group delivers the classified production pilot environment information technology infrastructure to the MSOC Project.

April 30, 2013 - Shared Services Canada delivered protected Staging environment information technology infrastructure to Project.

April 17, 2013 – Department of National Defence signed Marine Security Operations Centres Project Initial Maritime Interest Management Contract with Microsoft Corporation Canada under the Department of National Defence/Microsoft Enterprise Agreement.

March 28, 2013 - Shared Services Canada delivered Capability Release #2 protected Development environment information technology infrastructure to Project.

March 26, 2013 – Public Works and Government Services Canada signed the Maritime Domain Awareness Enterprise License and Maintenance Contract with Greenline Systems Canada under the National Master Standing Offer EG0PD-10001600PD.

July 24, 2012 – The Marine Security Operations Centres Project Detachment officially opened in Victoria (Esquimalt), British Columbia.

January 31, 2012 - Public Works and Government Services Canada signed the Marine Security Operations Support Service Contract with ADGA Group Consultants Inc.

December 22, 2011 - Public Works and Government Services Canada signed the Project Management and Engineering Support Service Contract with MODIS Canada Inc. under the Task-Based–Informatics Professional Services Supply Arrangement.

December 11, 2011 - Public Works and Government Services Canada signed the Integrated Logistics Support Services Contract with AMTEK Engineering Services Ltd under the Technical, Engineering and Maintenance Supply Arrangement.

November 29, 2011 – Public Works and Government Services Canada signed the Security Support Services Contract with CYGNOS Corporation under the Cyber Protection Supply Arrangement.

October 5, 2011 - Public Works and Government Services Canada released the Request for Proposal for Project Management and Engineering Support Service under the Task-Based–Informatics Professional Services Supply Arrangement.

March 24, 2011 - The Marine Security Operations Centres Project receives Treasury Board Effective Project Approval.  This was Treasury Board's authority to initiate the project’s implementation phase with the objective of developing, testing and installing solution.

October 29, 2009 - The Marine Security Operations Centres Project officially declares Initial Operational Capability #1.

September 30, 2009 - The renovations to buildings housing Marine Security Operations Centre (West) completed.

July 31, 2008 - The renovations to buildings housing Marine Security Operations Centre (East) completed.

May 15, 2008 - The Marine Security Operations Centres Project Detachment officially opened in Halifax, Nova Scotia.

March 31, 2008 - The Construction Prime Consultant Architect and Engineering contract with Smith Carter Architects and Engineers Incorporated closed.

December 22, 2005 - The Construction Prime Consultant Architect and Engineering contract awarded to Smith Carter Architects and Engineers Incorporated.

November 1, 2005 - The Marine Security Operations Centres Project Office established.

October 31, 2005 - The Marine Security Operations Centres Project receives Treasury Board Preliminary Project Approval. Treasury Board's authority to initiate a project in terms of its intended operational requirement, including approval of the objectives of the project definition phase and any associated expenditures.
