Project Status

The Coastal MSOC Project is currently in the Implementation Phase in which the design, development, testing and installation of the business/technical solution segments, in the form of Capability Releases, is proceeding in progressive, incremental stages.  Each Capability Release is integrated on top of the previous capability release, building on effective systems integration and supportability.

Initial Operational Capability #2 was completed on 13 October 2013 with the delivery of Capability Release #2 and Capability Release #3.  Capability Release #4 was delivered on 30 June 2014.   Full Operational Capability will be considered complete after the delivery of Capability Release #5, which is planned for September 2014, and Capability Release #6, which is planned for November 2014.  Project Office closure and the final transition of life-cycle support data to the in-service support organization will mark the conclusion of the Implementation Phase.

Since October 2013, the Project team has introduced a number of key web-based technology upgrades to enhance the operational capabilities of the users at the MSOCs based in Halifax, NS and Esquimalt, BC. These progressive upgrades were designed to ensure that the MSOC Information Portal provides cutting-edge capabilities related to the gathering, sharing and processing of data and information associated with maritime shipping activity.  Skilled and experienced staff representing each of the five partner agencies track vessels and monitor shipping activities looking for unusual and threatening patterns.  The advanced MSOC Information Technology provides comprehensive maritime situation awareness, with associated warning capabilities, via the National Maritime Picture and the Maritime Domain Analysis tool, and automated information sharing, and workflow and interest management capabilities via the Maritime Interest Management tool suite.

 

Timeline 
December 15, 2014 - The Marine Security Operations Centres Project is forecasting officially declaring Full Operational Capability.
December 15, 2014 – Capability Release #6 – is forecasted for delivery to the Coastal Marine Security Operations Centres.  Capability Release #6 includes upgrades to and the full integration of: the MSOC Analysis Console; the MSOC Investigative Console; Microsoft Lync/Exchange; Maritime Domain Awareness Enterprise; the MSOC Information Portal; and the National Maritime Picture tools within both the protected and classified infrastructures.
October 15, 2014 - Department of National Defence Information Management Group is forecasted to deliver the final upgraded classified information technology infrastructure to the MSOC Project.
September 15, 2014 – Capability Release #5 is forecasted for delivery to the Coastal Marine Security Operations Centres.  Capability Release #5 includes the new MSOC Investigative Console and Microsoft Lync/Exchange tools as well as upgrades to, and the partial integration of: the MSOC Analysis Console; Maritime Domain Awareness Enterprise; the MSOC Information Portal; and the National Maritime Picture tools within the protected infrastructure.  The Capability Release #4 suite of tools, which includes the MSOC Analysis Console, Maritime Domain Awareness Enterprise, the MSOC Information Portal and the National Maritime Picture tools will also be installed within the classified infrastructure at this time.
June 27, 2014 - The Marine Security Operations Centres Project Detachment officially closed in Esquimalt, British Columbia.
June 23, 2014 – Marine Security Operations Centres Project delivered Capability Release #4 to the Coastal Marine Security Operations Centres.  Capability Release #4 included the new MSOC Analysis Console and Maritime Domain Awareness Enterprise tools as well as upgrades to the MSOC Information Portal and the National Maritime Picture tools within the protected infrastructure.
March 31, 2014 - The Marine Security Operations Centres Project Detachment officially closed in Halifax, Nova Scotia.
March 10, 2014 – Marine Security Operations Centres Project delivers upgrades to Capability Release #3 (Version 3.1) to the Coastal Marine Security Operations Centres.  Version 3.1 included significant upgrades to the MSOC Information Portal and the National Maritime Picture tools within the protected infrastructure. 
October 15, 2013 – The Marine Security Operations Centres Project officially declares Initial Operational Capability #2.
October 15, 2013 - Marine Security Operations Centres Project delivers Capability Release #3 to the Coastal Marine Security Operations Centres.  Capability release #3 included the initial MSOC Information Portal and the initial National Maritime Picture tools within the protected infrastructure and the MSOC Information Portal tool within the classified infrastructure.
September 15, 2013 - Shared Services Canada delivers protected Production environment infrastructure to the MSOC Project.  Department of National Defence Information Management Group delivers the classified production pilot environment infrastructure to the MSOC Project.
April 30, 2013 - Shared Services Canada (SSC) delivered Capability Release #3 staging environment to Project.
April 17, 2013 – Department of National Defence signed Marine Security Operations Centres Project Initial Maritime Interest Management Contract with Microsoft Corporation Canada under the Department of National Defence/Microsoft Enterprise Agreement.
March 28, 2013 - Shared Services Canada delivered Capability Release #2 protected Development environment infrastructure to Project.
March 26, 2013 – Public Works and Government Services Canada signed the Maritime Domain Awareness Enterprise License and Maintenance Contract with Greenline Systems Canada under the National Master Standing Offer EG0PD-10001600PD.
July 24, 2012 – The Marine Security Operations Centres Project Detachment officially opened in Victoria (Esquimalt), British Columbia.
January 31, 2012 - Public Works and Government Services Canada signed the Marine Security Operations Support Service Contract with ADGA Group Consultants Inc.
December 8, 2012 - PWGSC signed the Project Management and Engineering Support Services Contract Option 1 with MODIS Canada Inc. under the Task-Based–Informatics Professional Services Supply Arrangement.
November 11, 2012 - PWGSC signed the Integrated Logistics Support Service Contract Option 1 with AMTEK Engineering Services Ltd under the Technical, Engineering and Maintenance Supply Arrangement.

March 31, 2008 - The Construction Prime Consultant Architect and Engineering contract with Smith Carter Architects and Engineers Incorporated closed.
December 22, 2005 - The Construction Prime Consultant Architect and Engineering contract awarded to Smith Carter Architects and Engineers Incorporated.
November 1, 2005 - The Marine Security Operations Centres Project Office established.
October 31, 2005 - The Marine Security Operations Centres Project receives Treasury Board Preliminary Project Approval. Treasury Board's authority to initiate a project in terms of its intended operational requirement, including approval of the objectives of the project definition phase and any associated expenditures.
